Why does foaming capacity increases on addition of sodium carbonate?

Commonly known as Washing Soda, Sodium Carbonate, is used to remove temporary or permanent hardness. The Calcium ions and Magnesium ions do not dissolve unlike the Sodium ions and hence are replaced by the last named. The water is thus softened and, on use of soap, its foaming capacity increases.
