You might be referring to this quote which I found on a website called AZ Quotes.

“ We notice that the mind is a restless bird; the more it gets the more it wants, and still remains unsatisfied. The more we indulge our passions the more unbridled they become. Our ancestors, therefore, set a limit to our indulgences. They saw that happiness was largely a mental condition. A man is not necessarily happy because he is rich, or unhappy because he is poor.... Millions will always remain poor. ”

The quote itself seems to answer most part of your question. Why the mind is restless is because the more that it gets, the more that it wants. It is at worse greedy. It is biologically attuned to seek gratification, and instant gratification or the quickest and most efficient means of being most gratified.

The mind is restless because it seeks satisfaction which is not obtained unless one realizes he or she does not need anything to make him or herself happy. Happiness is a choice, a mental condition as Gandhi stated, and no material consumption, in terms of quality, quantity or both, can fully satisfy the mind, as there is no perceivable limits or optimal value to this materialistic form of joy. It never actually comes because it is so fleeting. A new iPhone only makes one happy until the next latest model comes out.
