Why does graphite conduct electricity but diamond does not?

Because in graphite carbon atoms are arranged in layers . In each layer the carbon atom is linked with other three carbon atoms of the same layer and adjacent layers just below and above are held by a pair of atoms with weak force . Hence these electrons act as free electrons to conduct electricity. In diamonds each atom is linked with four other atoms.

Carbon has 4 valence electrons and in the structure of graphite only three are bonded together(participate in bonding).The electron that is not participating in bonding (4-3 =1) becomes delocalised meaning it can move and carry charge which in turn conducts electricity.In diamond all the valence electrons are bonded and form a tetrahedral structure therefore it cannot conduct electricity because none of the carbon atoms are free to move.
