it is because gravitational forces always adds up(always attractive) whereas em forces may cancel each other (attractive and repulsive).
as both (+)ve and (-ve) charges are present , they tend to cancel each other's effect ,so there is negligible em force in compared to gravitational force , when adds up to huge values due to large masses of terrestrial bodies

Answer:because mass comes in one variety(no -ve mass) but charge comes in two varieties i.e. +ve & -ve which makes all difference. EM force can be attractive & repulsive both whereas Gravity always attractive.
Matter is mostly electrically neutral i.e. net charge is zero hence Electric force is zero and this is why Gravitational force dominates terrestrial phenomena.
