Why does gravity decreases when we go below sea level and above sea level?

but shouldn't it be increasing as we go deeper. bcoz it goes on increasing as we lose altitude. means go upwards . please specify
the reasion i am asking this question. bcoz i came to know that there is a drammatic change in our weight if we measur our weight on different altitudes (low and high)
