because of the heat on earths surface.....
heat is responsible for swelling also. It pushes the cloud up from the water level

Clouds are composed of tiny droplets of water which together make the cloud heavy but these water droplets are individually of negligible weight.
The force of gravity does not have any effect on such negligible weight of water droplets and hence clouds are not attracted downwards by the force of gravity unlike other objects.
From the ground they seem to float.
