Why does hcl forms normal salt while h2so4 forms normal and acidic salt?

It is mainly because H2SO4 is a strong dibasic acid. ... H2CO3 is dibasic but a weak acid, ie, dissociates incomplete in aqueous medium. If it react with a strong alkaline, the resulting salt will be basic for a given volume.
