Because there are no flow of ions in dry HCl gas. Only if there's a flow of ions, we will be able to see the change in color in the litmus paper or the pH paper, as it changes accordingly red litmus blue in case of bases, in case there's a conc. of OH- ions or H+ ions, in case of an acid.
