Explanation:

On his way to the fair the child sees toys, balloons of different colours, garland of gulmohur, a swing and a snake-charmer playing a flute. ... He moves on without waiting for an answer because whenever he stops to see things, his parents gave him a cautionary call, “come, child, come!”

Answer:

He lag behind because he was so lost in his mind in watching the things he wanted that made him forgot about his parents.

The things he wanted are the balloons, the sweets, the music which is used to control the snake, the circular motion ride.

He moved on without waiting for an answer because he knew that his parents will not allowed him to hear the music which is used to control the snake, the ballons as he knew his parents wouldn't give him as he was too old to play with it, the sweets as his parents told him not to be so hungry. At last, he asked for the ride but parents were not there when asked.
