This is because the seeds will not grow true to the parent plant and will look ... The hibiscus seeds can be nicked with a utility knife or sanded with a bit of fine ... Hibiscus does produce both fruit and seed

EXPLANATION:
Actually, there is a capsule or a five lobed pod just beneath the flower. They have had seeds like all other fruits but do not develop further. This is because as soon as the pods are fully formed, a crack is developed and the seeds are thrown out through a small opening in the same crack. This inhibits the fruit development.
