human resources are said to be the most important resources becoz all the other resources cannot be developed without humans  

for eg:land resources cannot become useful land own it's own unless humans practice agriculture or construct buildings on them

we can improve the human resources by providing gud education, healthcare facilities, shelter electricity etc to the citizens of our country

Human is considered as a important resource because it plays very essential role in our life. For example, doctor is a human resource, doctor treat us when we are ill. Teacher is also a human resource, as he teaches us.
