Static electricity occurs when objects have imbalances of negative and positive charges and stops when charges get balanced again.
The "shock" that people often feel from static electricity is nothing but these charges being released and balancing the polarities.

When the air is dry, the charges have nowhere to escape but to only continue building up on the object.
BUT,
When the air around is humid(contains water), the charges can gradually escape in the atmosphere as water acts as a natural conductor of electricity, thus lowering the net amount of charge on the object.

That's why, Humid air does not help in Static Electricity but worsens it instead.
