The Fluorine Atom has high charge density and is very electronegative, so it clings into the hydrogen very strongly. An acids strength is measured by its tendency to donate H+ as per bronsted-lowry and Hydro flouric acid has a low tendency to donate the H+ and so is a weak acid.
