Why does hydrogen bond is not formed between h and f?

P in the PH3 molecule has electron rich regions due to its lone pair of electrons and it is a hydrogen bond acceptor, Y. There is nothing 'anti-electrostatic' about these hydrogen bonds formed by ions/atoms having similar charges.
