oxidation no. generates when there is any distortion in electron cloud.

When element binds with another of high electronegativity then the bounded atom have to loose it's electron and gets +ve charge or oxidation no. and vice- versa.

In case of I2 (iodine) both element are same hence both have same electronegativity hence will not loose or gain any shared electron so, oxidation no. will be zero.
