Why does ice give more cooling effect as compared to the water?

Because ice needs latent heat of fusion while water does not.....

So ice will absorb this heat and hence it will cool faster.....

Its because of latent heat of fusion i.e, ice absorbs more heat than water when it melts ( to loosen hydrogen bonds) and thus it has greater cooling effect than water at celsius  0
