why does it hurt when someone pulls it hair but not when u go for a haircut

when someone pulls hair, the skin in which the hair is joined and also the nerves situated in it are also pulled... SO IT HURTS... but during haircut the above part which is not joined to the skin is only cut ...SO IT DOESN'T HURTS...
