why does it look that the blades of a moving fan appear to move in opposite direction?

because the speed of the fan is too fast

Relatively, it is rotating with a negative velocity or in the opposite direction. This is nothing but an illusion where our frame of reference is set to zero. If it moves more than 1/2 rotation per flash it appears to be moving backwards. It's really just an illusion to the human eye!!
