In monsoon season, there is a lot of water vapour present in the air thus increasing the amount of humidity. so as the water from the clothes starts to evaporate, it does not find enough space in the air as there is already a lot of water vapour present in it. Whereas on a dry summer day, there is less moisture content in the air providing ample amount of space to the water evaporated from the clothes to get mixed up in the air. this is why clothes take more time for the clothes to dry in monsoon season than on the dry season
