why does it take more time for the cloths to dry in monsoon season that in the dry season ​

During rainy summer weather, air contain comparatively more water vapours. Air become wet. So, the amount of water collect from clothes by the air is less. It takes more time to dry the clothes.

this phenomenon happens, because cloths are wet and the atmosphere is high on humidity (water vapour). and if the cloth is already wet it cannot dry or take much longer time than it did before.
