Because she used to think that she would die when the last leaf would fall.And she did not had any will power.

Johnsy Does not refer to herself as merciless.
It is actually the narrator that call her merciless and that too is warranted.
Throughout the story, Johnsy is not concerned about anyone but herself and her vows.
It is only towards the end of the story when she actually starts to care about her friend sue and Behrman
