Julius Caesar denies the repeal of the punishment of Pubulius Cimber , the brother of Metullius Cimber because Caesar believes that law above everything else and once a man is given a punishment by decree , it cannot be revoked.

Julius Caesar was power drunk, haunty, over confident and proud ruler. He obstinately denied the earnest appeal of metellus cimber because he claimed to be as constant as the northern star and will and stick to his decision of banishing publius cimber.
