Why does Kerala havi better human development index ranking in comparison to Punjab or Maharashtra

Kerela has better Human Development Index ranking in comparison to Punjab/Maharashtra because:
1.Though Kerela has less per capita income than Punjab/Maharashtra but it has good literacy rate,high net attendence ratio , less infant mortality rate than other states.
2.That means Kerela focuses more on human as a resource,it focuses on providing basic facilities to its citizens.
3.Per capita is not only the criterion to measure development of any state but basic facilities like proving good educational levels and health status matter a lot which was done by Kerela and thus has a highest Human Development Index than Maharashtra or Punjab.
4.Kerela considered human resources as their liability and not the asset ,thus having good HDI .
