Because it needs energy to overcome Intermolecular Bonding Forces and change the state of a substance. This energy is provided by Latent Heat...and melting and boiling are processes through which states are changed.

scientistt: but before boiling point some amount of liquid is converted into vapour
scientistt: it means that some amount of latent heat of vaporisation is absorbed by it
YatharthClarke: No... when it gets converted before boiling only the surface particles are evaporated and that is due to the kinetic energy of air above it

Answer:

Overview. The 'enthalpy' of fusion is a latent heat, because during melting the heat energy needed to change the substance from solid to liquid at atmospheric pressure is latent heat of fusion, as the temperature remains constant during the process.
