Sulphur exists in the form S8 and has no free electrons to conduct electricity. Ead pencil i.e. lead is made up of graphite. Graphite has a hexagonal layered structure where each Carbon atom is bonded to three other carbon atoms. since valency if carbon is 4, it has ine free electron left. These free electrons conduct electricity.
