Lencho was annoyed when he received only seventy Pesos when he had asked for a hundred. He had firm faith in God and believed that God could neither make a mistake nor could deny what was requested. He thought that the post office employees robbed his thirty Pesos. So, he calls them a 'bunch of crooks'.

hey dearest friend here is your answer...........

Lencho called them 'bunch of crooks' because Lencho thought that, the 100 pesos which was sent by god was reached but only 70 pesos, this made him think that the post office employees have taken the rest of the money.

This is why he called them bunch of crooks.

The irony here is the post master and the employees have given their money to Lencho because Lencho had faith in god and they does not want to break the faith of god in Lencho.
