When a light ray reflects after hitting a mirror the light ray is completely diverted into the same medium ( except in some conditions when the mirror is not completely opaque and it is partially reflected ).
Consider a ball and a floor.
When a ball is thrown on floor at certain angle it hits the floor at certain angle. When it hits the floor the impulse force generated due to the hit pushes it in the direction whose angle, when measured with respect to a perpendicular line to the floor, is equal to the angle, measured with respect to the same perpendicular line, at which the ball hit the floor. That is because when you divide the force with which the ball hit the floor the components are directed in the direction of motion of the ball.
Now consider the case after the ball hit the floor. The direction of the force component which is parallel to the floor and the component perpendicular to the floor are reversed due to the impulse effect as it hit the floor and that resultant force of the two components gains a direction that measures an angle same as the angle at which the ball hit the floor when measured with respect to a line perpendicular to the floor.
Using the same phenomenon.
Consider a light ray. A light ray consists of many particles travelling in same direction causing it to look like a ray. And when they hit a mirror or an obstacle in their way they bounce back the same way the ball did in the previous case. Except in case of some opaque obstacles other than a mirror most of the light rays are absorbed depending on the material whereas a mirror doesn't absorb but completely (not exactly) reflects the light rays.
