Marullus scolds them because he, like many other noblemen, is suspicious of Caesar's ambition and believes that he wants to be the king. Moreover, Caesar was returning after fighting Pompey's sons who were themselves Romans and not outsiders. So, Marullus and Flavius didn't think that there was any reason to celebrate as there is no victory or achievement in defeating your own kind. They are also annoyed with how quickly the masses have changed their loyalties from Pompey to Caesar.
