why does micelle formation takes place when soap is added to water ? why is soap ineffective for washing in hard water ?

The soap has two ends polar and non polar. The polar end get attracted with water. The non polar end has the negative charge and water is positively charged that is why they gets attached. The hard water is also negatively charged that make the attached repelling so it is ineffective in hard water.
