The North East winds are dry because they blow from land to sea. Hence they are devoid of any moisture and hence do not bring rainfall to most parts of the country.

The north east monsoon winds blows from land to sea, so it doesn't carry moisture with it.And passes almost whole India by causing little or no rain

But after passing through Bay of Bengal it picks up the moisture and causes rainfall in Tamil Naidu only
