If an element has 8 electrons in its valence shell or 2 electrons in its only shell like helium it does not require anymore electron as its shell is already completed and hence it neithet loses nor gain electrons therefore its valancy is 0

Neon has an atomic number of 10,
So, on writing it's electronic configuration we get 2,8
As we can clearly see that's it's last shell that is L shell is completely filled, so it's valency remains 0.
Other than that Neon is a nobel gas .
