neon have zero valency because the atomic no. of neon is 10 so the k shell have 2 electrons and l shell have 8 electron due to which it occupies inert gas condition

neon atom have 2 and 8 electrons respectively in their outermost shell or the valence shell and it is called the duplet on octet configuration and thus they are stable and would not take No lose an electron the valency is the number of electrons required by the atom to gain stability
