Because its ignition temperature is low and on heating it starts to burn at a low temperature

sahilsharma25: paper absorbs moisture and it's bonded loosely by hydrogen bonding on heating which escapes and results in contraction. Paper has a low burning point too so before showing up any change it burns if temperature is increased much

The paper is not expend on heating because paper is a non-metal and generally non-metal have not a property of tension and paper is a non tensile substance.
