It is due to the inertia of motion. The passenger is moving with the velocity of the bus/train/cart/tram/conveyor belt. When s/he gets off , the feet suddenly come to rest but the body keeps moving forward due to inertia. This produces a torque which causes the passenger to fall forward with the face downwards.
