Peggy think it is okay to tease Wanda because she said she had a hundred dresses and they never made her cry.
Peggy is a caring girl, she protects small children from bullies and cries for hours for them.
Hence, we can't say that Peggy is cruel but in my opinion she hates Wanda.
If I was in place of Wanda I would have normally told them not to do so, because it's not a brave act.

Wanda said she had hundred of dresses of different colours with matching sixty pairs of shoes. As Peggy belongs to a rich family and she had a good impression in front of her teachers and classmates so she had little bit attitude and a habit to make fun of others.Peggy doesn't like Wanda that's why we can say she is bit of cruel.
As if i was in place of Wanda so i'll definitely told Peggy that just stop all this as i didn't like it.
