Persome was a protective sister of Bishop and seeing Bishop activities she thought that Bishop is an honest man so anyone can cheat him easily that's why she said that people only comes to Bishop for help either they are really in need or they are pretending Tha they are need

Answer :
Persome feels the people pretend to be sick in order to get sympathy of the bishop. They no that bishop's doors are open for everybody. He won't back out of his promise. They force him to visit them, pray for them, comfort and console them. They want him to sit with them even on dark chilly nights of the cold winter.
