Why does plane mirror forms virtual image?

Because a plane mirror reflects light rays parallel and hence light rays are not able to meet each other to form a real image.

What is a virtual image?

Virtual image is an image formed when the rays actually do not meet (intersect), but they appear to intersect when they are extended backwards.

When a light ray strikes a plane mirror, a part of the light is absorbed, and another part is reflected with an angle of reflection same as the angle of incidence. This reflected ray cannot actually intersect with the incident ray. When it is drawn backwards, it meets at a point, thus forming a virtual image.

The image is upright (erect) and of the same size.
