Due to presence of dirt and dust particles, the  shoe surface tends to have a uneven surfaces which acts as Rough surface for the light and diffused reflection takes place which gives it dull appearance.
When we apply  polish which contains wax , a smooth layer gets deposited on surface of shoes which acts as smooth surface leading to regular reflection which gives it extra shine .

Hey mate

This is because of polishing material which is applied on shoe . This material covers all ups and downs (rough part) and make it even . And hence allow shining ...

Hope you find it helpful!!!!
