Because evaporation need more clear climate.
when the evaporation in going on if there is humid means moister the amount of the gas that evaporates also remains with the humid.
And that's why the evaporation rate decreases

more will be humidity less will be evaporation because when there humidity in air there will be no space for evaporation to take place
