Nitric acid is a string oxidising agent which when reacted with Al metal forms an oxide layer of Aluminium oxide
This layer prevents the reaction of aluminium with HNO3 completely thereby causing decrease in its reactivity
This phenomenon is said as passive oxidation of Al
