Cutting or shaving the wool off of a sheepis called shearing. Shearing doesn't usually hurt a sheep. It's just like getting a hair cut. However, shearing requires skill so that the sheep is shorn efficiently and quickly without causing cuts or injury to the sheepor shearer.

Answer:
Because shearing involves in taking out of fleece of the sheep with a thin layer of skin.It does not hurt them because their upper layer of skin is dead.So it is the only reason for that.
