Answer:

During day time around afternoon the sun is at a shorter distance from the observer and the blue light scaters all around giveing the blue colour Raman effect.

In the morning and evening the sun is at a farther distance and red light with longer wavelength comes undeflected while other colours scatter off and are not visible.
