they cannot affect all the organisms bcz they cannot grow and multiply in all organisms.
Where they get suitable condition to grow, reproduce and multiply they go there and thus affect that particular organism, called host.
For eg. Viroids cannot infect animals, they can only infect plants.
whereas viruses can infect both plants & animals.

Because specific pathogen can infect only those organisms which their mechanism work on them and not infect other because they cannot grow in them
