Hot water has higher capability for dissolving sugar. The water molecules are more agitated and there is more motion inside the liquid and hence the sugar molecules get spread out far more quickly than in cold water.
Further, the solubility of sugar is also more for hot water. Since the water molecules are more agitated, there is higher intermolecular space and hence more space to hold more sugar. ............................

IN HOT water as there are many intermolecular space between it thus the molecules of sugar quickly get dissolved in this spaces besides in the cold water there are far spaces between it so we have to stirr it so it can get dissolved quickly
