During sunrise or sunset :
➡The sun is very close to the horizon of the Earth from our view.
➡From that angle , the Sun rays take maximum time to reach the Earth particularly because the distance is more.
➡Hence the Sun rays suffer refraction through several particles present in the atmosphere.
➡This is the reason why the Sun appears oval shaped or flattened.

At noon
➡At noon, the sun is directly overhead.
➡Hence the light rays have to travel the shortest distance to reach the Earth .
➡Thus the Sun appears circular because there is no scope of refraction in this case.
