The ancient mariner wants to narrate his tale to the wedding guest because he is in a very bewildered state. He is in a very awful situation where he is searching for peace of mind and redemption. He had killed the albatross but now regrets his action. He wants to lighten his grief and sin that burdens his heart. He wants somebody to hear him through the entire incident so that the other person might be able to decide about whether he was actually a sinner or just a victim of an adverse situation. He hypnotized the wedding guest with his 'glittering eyes' and narrated the entire story, compelling him to engage his thoughts entirely to his story.

Hope this explanation helps!
