I guess that the question is from CBSE Class 9 English Book Moments - Chapter: The Happy Prince.

In the square below the statue of happy prince stood the little match girl. Her matches fell in the gutter, and  they were all spoiled. Her father would have bet her if the Happy Prince did not help her.

The author describes it as a picture of misery because she was bare feet in the cold without any stockings even and all her matchsticks had fallen into the gutter. She could not sell them and if she went home without the money, her father would beat her.
