Why does the author say few airplanes fly over firozabad?

Firozabad is a city known for its traditional occupation of bangle making and most of the people living here are poor bangle makers who are stuck in the vicious circle of poverty and politics. ... The city does not have an airport nearby and so, few planes fly over it.
