why does the author say "if you could call it a face" ? (face in the dark)

Ruskin Bond says "if you could call it a face" because the face which she saw in the Woody forest in the dark was something very eerie and strange.

it did not have anything like eyes eyebrows lips ears or nose

because the face of the boy that Mr.Oliver had seen didn't include the facial features which were necessary to call it a face.
The boy didn't have a nose, eyes, ears, or mouth on his face. It was just a round smooth head – with a school cap on top of it.
