why does the cathode rays doesn't develop from this pair of electrodes ...which I have marked by blue dots....

Answer:

gisseler tubes have enough air in them that electrons can travelling in the short and tiny direction in this tubes they never gain much speed soo these tubes don't produce cathod rays
